The National Law Center on Homelessness & Poverty (NLCHP) is a national
nonprofit legal and policy advocacy organization that serves as the only
legal arm of the national movement to end homelessness. NLCHP currently
engages in impact litigation, national and regional legislative and
policy advocacy, and community education and outreach in the areas of:
civil rights of homeless individuals (including voting rights, combating
hate crimes, and combating the criminalization of homelessness); housing
as a human right under international law; education rights of homeless
children and youth; housing rights of domestic violence survivors and
their families; improving access to tax credit benefits for homeless
workers; reducing housing and other re-entry barriers for individuals
returning to their communities after incarceration; and improving access
to permanent housing and shelter for homeless persons through the use of
surplus federal and military property.

NLCHP is seeking a candidate to apply with us for public interest
fellowships for the period beginning September 2007, including Equal
Justice Works, Skadden, Soros, New Voices, or others. NLCHP and the
candidate will jointly develop a project proposal to submit to
fellowship programs as early as September 2006. Thus, the deadline for
application to NLCHP is July 15.

Possible fellowship project areas that are of interest to NLCHP
beginning in 2007, depending in part on candidate interest and
institutional priorities, include any of the following:

. Improving access to public benefits for homeless individuals and
families, including SSI, Food Stamps, TANF, and Medicaid, with a focus
on rights of individuals with disabilities

. Improving employment opportunities for homeless individuals and
families, including special issues faced by homeless day laborers

. Improving access to health care and health benefits for homeless
individual and families

. Improving access to affordable housing for homeless individuals and
families, with a focus on reducing barriers for those returning to their
communities after incarceration, reducing NIMBYism, and reducing
source-of-income discrimination

. Ensuring enforcement of and outreach about voting rights of homeless
individuals

. Removing barriers that homeless persons experience because of a lack
of identification or because of difficulty in obtaining identification.

. Engaging in a broad, cross-cutting, national community education,
outreach, and training campaign about the existing rights of homeless
individuals and families.

Requirements include: Excellent analytical, writing, speaking, research
and interpersonal skills; ability to work both independently and
collaboratively. Background and interest in poverty law or
homelessness and housing law issues required. Additional, demonstrated
interest in any of the above areas helpful.

The position will be funded primarily through the applicable fellowship
program. All applicants must be willing to work with NLCHP to submit a
proposal to fellowship programs by the relevant deadlines (which are as
soon as September 2006) and must be third-year law students or recent
law school graduates with a demonstrated commitment to public interest
law, depending on fellowship application requirements. The position is
wholly contingent upon NLCHP receiving funding for the position.
NLCHP's benefits include generous holiday and vacation leave, fully paid
health insurance, disability insurance, 403(b) retirement plan, and
flexible hours. Any selected candidate must commit to seeing the
fellowship process through to its conclusion with NLCHP and to taking
the position if a fellowship program awards funding.
