The Greenlining Institute (named for the antidote to "redlining") is a multi-ethnic public policy and advocacy center serving California's low-income communities of color.  Since 1993, Greenlining - with its coalition of forty African American, Asian American/Pacific Islander, and Latino organizations - has leveraged the Community Reinvestment Act to secure $2.4 trillion dollars in reinvestment commitments for California's poorest communities.  

Greenlining also operates programs to improve health, housing, corporate accountability, and democratic promises for California's low-income and minority communities.  Greenlining is currently developing a "think and do tank" to produce quality research to drive our advocacy.

Job Description:  Legal Counsel

The Legal Counsel reports directly to the Policy Director and General Counsel, a well-known and experienced civil rights litigator.  In the absence of the General Counsel, the Legal Counsel fills his responsibilities.  

The Legal Counsel will help implement two goals of Greenlining's legal work:   first, to expand the civil rights paradigm and low-income and minority consumer protection through creative legal actions (primarily before administrative bodies such as the California Public Utilities Commission, the California Department of Insurance, the Federal Communications Commission, and the Federal Reserve); and second, to develop a Greenlining Legal Academy that trains law students to advocate for low-income and minority communities.

Key responsibilities of the position include:

  • ·      Review, track and analyze regulatory policy issues as they affect low income and minority consumer protection
    ·       File amicus briefs in variety of legal proceedings in federal and state courts
    ·       Advise General Counsel on recommended legal plans of action
    ·       Assist General Counsel in communicating with Greenlining coalition members
    ·       Organize community efforts to support regulatory, legal and legislative programs
    ·       Prepare Greenlining witnesses for testimony when required and lead a portion of cross-examination in regulatory cases

    ·       Meet with regulators and legislators
    ·       Develop and implement legal fee efforts for regulatory and court proceedings
    ·       With support from the Greenlining Director of Strategic Communications, represent Greenlining with media on our cases

    ·       With support from the Greenlining Academy Director, develop the Legal Academy with law students, especially those from Boalt Hall

Recent cases involving the Legal Counsel include the negotiation of diversity guarantees during the SBC/AT&T and Verizon/MCI mergers, the legal battle between New York Attorney General Eliot Spitzer and the Office of the Comptroller of the Currency, low-income community protection in light of energy company rate increases, efforts to bridge the digital divide, and drawing attention to the declining diversity in the University of California system.

Requirements for the position include:

  • -       a law degree and at least 2 years experience
    -       a clear commitment to civil rights and a passion for racial and social justice
    -       a desire to think out side the box and a creativity that both employs and transcends legal procedures
    -       multi-ethnic work and life experience
    -       ability to multi-task
