In the sparse Baathist drawing rooms of Damascus, reality often seems a long way away. But it was a sign of the times that President Bashar al-Assad was able to bring the great and the good of Damascus to their feet by the simple token of telling the truth - which no other Arab leader has chosen to do these past five weeks: that the Lebanese Hizbollah guerrilla army has, in effect, won this round of their war with Israel.

No Shelters, No Sirens for Israel's Arab Citizens

While hundreds of thousands of Israelis have taken refuge in bomb shelters, many Arab-Israelis in say they have had no such protection. They say they have been left on their own, thereby exposing some of Israel's worst inequalities. We go to Haifa to speak with the director of an Advocacy Center for Arab Citizens and to a Jewish Israeli who lives in an Arab town in Northern Israel and wrote a book about her journey across the Jewish Arab divide.

UN Human Rights Council Condemns Israel

On Friday the United Nations Human Rights Council condemned Israel for violating human rights and international humanitarian law in its military operations in Lebanon. The council voted to send a high-level commission to the area to investigate the "systematic targeting and killing" of Lebanese civilians by Israel. This is UN High Commissioner for Human Rights, Louise Arbour Louise Arbour: "The deaths of hundreds of civilians in documented and corroborated incidents, involving either random or targeted attacks on civilian vehicles or buildings, strongly suggest the indiscriminate use of force." Amnesty International and other groups criticized the UN Human Rights Council for not also condemning Hezbollah's attacks on Israeli civilians.

Israeli Drones Fired At Refugee Convoy, Killing Seven

Israeli drones also fired missiles at a convoy of hundreds of cars fleeing Southern Lebanon. At least seven people were killed, including a Lebanese Red Cross worker. 36 others were wounded. The head of the Lebanese Red Cross accused Israel of breaking the Geneva Conventions by attacking civilians and Red Cross vehicles. The United Nations said Israel bombed the convoy even though it had granted it permission to leave southern Lebanon. Another Red Cross ambulance was bombed earlier in the day near Tyre.

Report: US To Deliver Israel New Cluster Munitions
 
Meanwhile, the New York Times is reporting the Bush administration is set to approve an Israeli request to speed delivery of missiles armed with cluster munitions. State Department officials are reportedly trying to delay the approval amid concerns of a diplomatic fallout over likely civilian casualties. The M-26 rockets carry hundreds of grenade-like bomblets that explode over a wide area. Israel says it needs them to strike Hezbollah missile launchers. Cluster sales were momentarily suspended during the Reagan administration following disclosures Israel used them against civilian targets during its first invasion of Lebanon in 1982. Last month, Human Rights Watch said Israel is shelling civilian areas with US-made cluster bombs in violation of international law. According to the group, a cluster bombing of the village of Bilda killed one civilian and wounded twelve others, including seven children. US officials say Israel will likely get the rockets but will be told: to "be careful."

WASHINGTON, Aug. 10 - Israel has asked the Bush administration to speed delivery of short-range antipersonnel rockets armed with cluster munitions...
 
The request for M-26 artillery rockets, which are fired in barrages and carry hundreds of grenade-like bomblets that scatter and explode over a broad area, is likely to be approved shortly...
 
But some State Department officials have sought to delay the approval because of concerns over the likelihood of civilian casualties, and the diplomatic repercussions. The rockets, while they would be very effective against hidden missile launchers... are fired by the dozen and could be expected to cause civilian casualties if used against targets in populated areas...

Lebanon Oil Spill "Biggest Environmental Problem" in the Mideast
Meanwhile, an official working on the clean-up of the massive oil spill off Lebanon's coast said Tuesday Lebanon is dealing with the biggest environmental problem in the Mediterranean. More than 15,000 tons of oil have leaked into the sea following Israel's attack on a power station last month.

  • Wael Hmaidan, coordinator of Lebanon's Oil Spill Working Group: "This is not only a problem for Lebanon. It is a regional problem. It is the biggest environment problem in the Mediterranean Sea and is similar to the biggest oil spills around the world."
 
Peace Activists Shot By Israeli Troops in Palestinian Village
In the Occupied Territories, two activists with the International Solidarity Movement remain hospitalized after coming under fire from the Israeli military. Rina Klauman of Denmark and Lymor Goldstein, an Israeli, were shot Friday as they took part in a demonstration in the West Bank village of Bilin. They were among a group of Arabs, Israelis and foreign nationals protesting the confiscation of the village's farmland by Israel's separation barrier.

The British government is reportedly considering an airport screening system that would include identifying passengers by their ethnic or religious background. The idea is drawing criticism from Arab and Muslim groups who claim they'll inevitably come under the most scrutiny. Some British police officials are also criticizing the measure. Ali Desai, a British Muslim police superintendent, said: "What you are suggesting is that we should have a new offence in this country called 'travelling while Asian.'"
