CCR seeks Supervising Attorney for the Guantanamo Global Justice Initiative (10-15 yrs exp.)

Description:
 
The Center for Constitutional Rights ("CCR"), a progressive legal and educational organization, is seeking a Supervising Attorney to direct its Guantánamo Global Justice Initiative (GGJI).  The Supervising Attorney will manage a staff currently consisting of three staff attorneys and two paralegals and reports to the Legal Director of CCR. 
 
The GGJI at CCR resulted from the Center's Supreme Court victory in Rasul v. Bush in June of 2004, which asserted the right of Guantánamo detainees to challenge their confinement by means of habeas petitions in federal court.  Since then, CCR has recruited, trained and provided support for hundreds of attorneys from across the country and secured habeas representation for virtually all of the 460 men currently indefinitely imprisoned in Guantánamo.  CCR lead the way in creating this project and has provided leadership by continuing to coordinate this effort and by implementing the litigation strategy for a massive human rights movement through actions in domestic courts as well as numerous international forums.  For more information on the Guantánamo Global Justice Initiative, please visit our website at www.ccr-ny.org.
 
Job Responsibilities
 
Primary responsibilities will include:
 
·        Serving as co-counsel with habeas counsel, including conducting attorney-client interviews at Guantanamo;
 
·        Serving as co-counsel in the representation of Guantánamo detainees or other "war on terror" victims that CCR represents and/or consulting with other CCR attorneys on these endeavors;
 
·        Assisting in the  initial development of related cases appropriate for CCR and/or pro bono representation;
 
·        Identifying, analyzing, and developing responses to legal or procedural changes that affect the Guantánamo detainees or other "war on terror" detainees, including the decisions of  federal and international courts, legislative changes or executive branch decisions;
 
·        Ensuring the continued assignment of detainees to pro bono counsel and federal public defenders and the resolution of issues relating to representation in federal district court, the court of appeals, as well as other tribunals;
 
·        Ensuring that all habeas counsel receive prompt and complete legal and procedural support for the representation of their clients incarcerated in Guantánamo, including assistance in the expeditious filing of cases, strategizing on individual cases, reviewing draft submissions, and preparing legal and procedural memoranda informing counsel of significant legal developments;
 
·        Developing training materials for pro bono counsel , including pleading templates, videotapes, seminars, and the extranet resources hosted by CCR;
 
·        Providing international humanitarian and human rights law training, guidance, strategic advice, and legal updates to the habeas legal teams;
 
·        Supervising staff attorneys, legal assistants and interns working on the Project;
 
·        Possible travel, in the Middle East, or elsewhere, to meet with families of detainees, witnesses, NGO assisting with released detainees or detainees transferred from Guantanamo, conduct press conferences, and meet with foreign diplomats and/or representatives of international organizations;
 
·        Exploring diplomatic and international channels in home countries of Guantanamo detainees for release from Guantanamo and/or for resettlement for detainees who cannot safely return to countries of origin;
 
·        Advocating on behalf of the Guantánamo detainees through meetings with federal officials at various domestic agencies and officials of foreign governments and international institutions, and participation in related programmatic efforts of international organizations;
 
·        Supporting the outreach efforts of CCR by participation in public forums, making speeches, assisting with press releases, engaging in press interviews and working collaboratively with education and outreach and communications staff;
 
·        Working closely with the development department of CCR to insure information flow about the program for funding purposes and to participate in donor meetings or development trips and activities.

Qualifications

The ideal candidate will have several of the following qualifications:
 
·        A law degree and admission to the federal Bar.  Admission to the D.C. and New York Bar preferred; if hired, admission to New York Bar is expected.
·        Exceptional research, oral and written communication skills;
·        Ten to fifteen years of litigation experience;
·        Exceptional knowledge of and experience in at least one of the following areas of law:  criminal, constitutional, human rights, or humanitarian;
·        Demonstrated experience as a project or program manager and supervisor;
·        Experience in and familiarity with international advocacy and institutions;
·        Ability to prioritize amongst multiple, highly-demanding projects and deadlines, including effective supervision;
·        Flexibility and openness to working with attorneys and human rights advocates from varied socio-economic, racial, religious and ethnic backgrounds;
·        U.S. national security clearance or the ability and willingness to apply for security clearance (note only individuals who are U.S. citizens or dual nationals may apply for clearance). 
 
Compensation:
 
The salary for this position is commensurate with experience and in accordance with CCR's attorney salary scale.  Benefits include employer contributing pension plan, escalating vacation beginning with three weeks, generous sick leave, holidays, and 100% organization paid health benefits for employees including medical, dental, life and long-term disability insurance.
